IHOP Steering Committee members  visited the president of the Turkish Grand National Assembly Mr. Bulent Arınç in his office to inform him about the ongoing "Freedom of Expression Campaign" on 13 October 2006. The members of the IHOP Steering Commitee participated the meeting were Yusuf Alataş (President of Human Rights Association), Levent Korkut (President of Amnesty International Turkey), Umit Fırat (Board member of Helsinki Citizens' Assembly), Ayhan Bilgen (President of MAZLUMDER), and Zeynep Kıvılcım Forsman (Istanbul Group Coordinator of Amnesty International Turkey).<\/p>\n

TBMM Baþkaný Bülent Arýnç, özgürlüklerin geniþletilmesinde sadece kanun çýkarmanýn, reform yapmanýn yetmediðini, bunun yanýnda zihniyet deðiþikliðinin de þart olduðunu söyledi.<\/p>\n

Arýnç, özgürlüklerin önündeki engellerin kaldýrýlmasý için 301'inci maddenin de deðiþtirilebileceðini ifade etti. Arýnç, ifade özgürlüðünü ise 'bütün özgürlüklerin ortak bileþkesi' olarak tanýmladý. AÝHM'in bir kararýnýn, bu konuda Türkiye'ye ýþýk tuttuðunu belirten Arýnç, þöyle konuþtu: "Birinin söylediði söz, yazdýðý kitap, þiir, bir afiþ, poster sizin hoþunuza gider, siz onu alkýþlarsanýz, bu ifade özgürlüðü deðildir. Yani, (O anlatýlan sözler, yazýlar, toplumu þok edecek nitelikte sizin düþüncelerinizin zýddý olabilir. Ama o, þiddet içermedikçe ifade özgürlüðü kapsamýnda kabul edilmelidir) diyor." Bunun, Türkiye'nin zihniyet deðiþikliðine gitmesini de gösteren bir örnek olduðunu ifade eden Meclis Baþkaný, o düþüncelerden hoþlanýlmasa bile; þiddeti, terörü reddeden, suç iþlenmesini aleni olarak tahrik etmeyen her þeyin söylenebileceðini vurguladý. <\/p>\n

Arýnç, uygulamada yanlýþlýklar içeriyorsa, suçun unsurlarý noktasýnda muðlak ifadeler barýndýrýyorsa TCK'nýn 301'inci veya baþka maddesinin de düzeltilebileceðini söyledi. Bu konuda da kamuoyundan destek istedi: "Hiçbir þey tabu deðildir, deðiþebilir, iptal de edilebilir, yerinde de kalabilir. Ama bu konuda talepler olmalýdýr, yol gösterici olmalýdýr." Ýnsan Haklarý Ortak Platformu Dönem Baþkaný Ayhan Bilgen de düþünce ve ifade özgürlüðüyle ilgili gelecek hafta sonu baþlatacaklarý kampanya hakkýnda bilgi verdi. Fransa'da düþünce özgürlüðünü kýsýtlayan yasaya nasýl karþý çýkýlýyorsa, Türkiye'deki ifade ve düþünce özgürlüðüne yönelik engellere de karþý çýkýlmasýný isteyen Bilgen, hazýrladýklarý afiþleri gösterdi. Arýnç, afiþlerde yer alan þu ifadeleri sesli olarak okudu: 'Þiddet içermeyen her düþünceye sýnýrsýz ifade özgürlüðü', 'Ýfadeye özgürlük, insana özgürlüktür', 'Yasaksýz, korkusuz, tehditsiz konuþalým, aðýzlara kelepçe vurulmasýn'. <\/p>\n

Arýnç, heyetin kampanyanýn bir parçasý olarak düzenlenecek uluslararasý konferansýn açýlýþ konuþmasýný yapmasý önerisini olumlu karþýladý.<\/p>\n
